The acquisition of a static IP for your personal machine behind your router (as assigned by your router) is essential as, if DHCP gives you a new one, you will suddenly not have forwarded ports anymore. This involves possibly telling your router to reserve some space in its addressing algorithm and a settings change in windows; you can find both tasks with a google and I certainly do not know them off the top of my head.
But this procedure does not effect the Ip address of your router. You will likely also need a dynamic DNS of some sort. If you do not have this, then the IP will change every couple days and there is nothing you can do about it. Assigning a static IP to your computer does not fix this-the only thing that does is buying a more expensive internet package. SO you get the dynamic dns and run some stuff on your PC so that it updates as the IP needed to access your server does.
As for security, just don't open them all.
Game server only and you're fine.
