Defender, a web address normally points to a fixed IP. That's why I've come across several occasions when muds have had a change in server arrangements and it's taken a few days in some cases for the new IP to fully proliferate through the domain name server (DNS) network. If you don't have a static IP your IP will have changed before the DNS network has fully updated from the previous change.
The DNS is essentially just a phone book for the internet, your computer sends off the address it's looking for and the DNS returns an IP address much like looking up a name in a telephone directory and getting a phone number. There are more complicated details but long story short, the web address only exists to point to a particular IP address which is stored in DNS servers and DNS servers just aren't designed for frequently changing data.
Dynamic DNS on the other hand is a special service designed to handle web addresses, known as domains, t hat must be linked to systems on a dynamic IP that changes on a frequent basis. The normal DNS network essentially returns the response "Ask John Smith Limited's dynamic DNS service at IP address 1.2.3.4" when asked for the web address in question, allowing the address to work even when the server's IP changes.
