It is only an issue of Flac if the flac format doesn't preserve
the flag. This is probably easy to verify looking at
the freely available spec and source code implementing the
spec.

the reason I qualify it as being a potential audio issue
is that the only time I can remember seeing the term
is in Stereophile Magazine's techincal sidebars,
where the author occasionally mentions that yet
another mega dollar CD player ignores pre-emphasis.
Usually followed by a notation that there have
been no pre-emphasized CDs released in X years
where X is too long for me to remember.

This quickly approaches the old quip about 
if a man talks in a forest and no women can
hear, is he still wrong?

If there are vanishingly small numbers of CDs that
have pre-emphasis, and most mega dollar CD machines
ignore it as well, is it an issue for Flac and/or
a SqueezeBox? I would think it is more of a 
feature.

I have more than 700 physical CDs in my basement.
I know of none that have pre-emphasis.
