I don't think I'd ever accuse Carver of producing anything "high-end". 
I think that boxes like this are generally frowned upon by high-end
types, but then, they tend to frown on everything (a generally unhappy
lot). 

The C-9 unit is no longer made, but these days there are a lot of DSP
based preamps that have similar functionality built in.  Also, you can
find this sort of thing for DIY on the web.  It only requires a few
op-amps and Rs and Cs.

This one is a little more basic than the Carver unit that included
different delays at different frequencies, but it is based on the same
principle.
