There were no cryptographers present on the committe that defined the 802.11 WEP security standard. Security systems defined by people who "think" they understand cryptography (yet have no real experience in the field) are almost certain to define a broken system - the only question will be how badly broken such systems will be, and in the case of WEP it turned out to be conclusively without a shadow of a doubt 100% totally busted.
