No, but but the windows sound subsystem can. It's possible to get
bit-perfect output with the right combination of soundcard, drivers and
options but it's by no means a given with an average consumer setup.

"Better" is an entirely subjective term. And that is (I think) the
point here. Sure a resampled sound will be less like the original
(which is the definition of better I think you're using) but that won't
necessarily be more pleasing to everyone's ears - particularly if
they've got used to a particular coloration.

If you have glitches in the sound you should rerip - period. Nothing
can fix them perfectly.
