It is true that too low an input impedance will present a hard load to
a source possibly causing it to distort, but not all passives have the
same problems with impedances.  While an active preamp will present a
nice easy input impedance to the source compared to a low ohm pot which
presents a heavy load, those aren't the only options.  TVCs present a
varying impedance to the source based on the amount of attenuation. 
Once a reasonable amount of attenuation is present a TVC is actually a
pretty easy load.  I'm sure if I turned the knob all the way up it'd be
a hard load, but even with inefficent maggies that is way too loud with
400watts ;-).  I usually listen with mid 20s attenuation.

If I'm not loading my source too hard and have all the gain I need
(UCD400 modules need 2v for full gain and the DAC1 provides 2v) why
would I want to use an active?

Check out the reviews of the Bent and Django units and you won't find
many people missing their actives.
