You'd need an oscilloscope, custom probes, and lots of other bits with careful setup to measure ripple. There would probably be soldering involved as well :-) Herbach-Rademan's is Tyler's code for 'electronics surplus store', where there are often lots of linear power supplies available. 9/10 of them are going to be open frame though, which means they need a box and wiring/fusing.
