IvanSlade, dBpowerAMP will do it, if you install the DSP effects package. This is well worth the price for the Reference version.
The new version of sox, 13.0.0, will do it as well. In general of course, I would not recommend to anybody, that they ever resample a song unless they have to down-sample.
