You have some fantastic choices under for under $1000.00.

In no particular order, here are a few very well regarded tubed pre's,
especially for their price.

Mapletree Audio sells "built to order" units. Lloyd Peppard is the guy
who designs/makes these units, and is a very nice guy. Granted, he is
one of the "little guys" but puts out products that will make some
equipment costing many time more sound vastly inferior.  

The Line 2A SE assambled come in at $750.00.  This includes a separate
power supply.

Promitheus Audio sells a TVC Apollo pre, which has a very large fan
base, and is priced at $1000.00.

If you decide to but via Audiogon, look into Eastern Electric's Mini
Max, which is $99.00 over your budget, but is a steal even at
$1099.00.

These are three very fine pre's, and I'm sure you would be happy with
any of them.  My vote for the best bang for the buck would go to the
Mapleshade 2A SE, this really is the cat's @ss.
