You are correct it is not, and I do not think the author really meant that correlation. He was writing to an audience that is not programmers, he is writing to audio enthusiast. So he made a jump in trying to explain and in real music examples you can not currently get 10:1 compression with lossless and I do not consider silence music unless it is from a child.
