In absolute terms, the bitrate (or rather, the combination of encoder
and bitrate) will determine sound quality. Different codecs will sound
different at the same bitrate, but mp3/128 is going to be the same
everywhere. That's using the definition of sound quality which is
concerned with being as close to the original as possible. 

However, if you're looking for the one which sounds most pleasing to
the ears, that's a whole different story. Knowing that the codec is
going to have a certain effect on the sound one can try to counter that
by preprocessing. I know some stations certainly sound "better" than
others at the same rate and it's usually down to careful use of filters
& compressors/limiters, which is similar to the equipment used at real
radio stations to counter the effects of broadcast.
