It turned out that though the Inguz Eq is checked off in the plug ins, the DSP and config files still run and set the levels a bit lower (which allows for eq boost). Moving the Inguzdsp.exe and config file to another folder prevents this from happening. Music files now show up as 16/44.1 as they should so I guess the dsp processor was still in the loop even though the eq plug in was checked "off".
