Actually it is true that certain types of RCD will effectively block
any Homeplug. Typically this is only a problem with outdoor sockets.

It's also true that a really bad source of noise (such as an electric
drill or fridge with a failed or failing suppression capacitor) will
reduce your bandwidth dramatically because of packet failures.
