This has always been the case. Both outputs are active at all times, while the software setting allows you to choose the data format.
In other words you can send s/pdif data on an AES/EBU electrical connection, or vice versa, and I have never heard of a DAC that won't accept that. It's quite silly that they are even different data formats in the first place.
