There are now quite a few decent dacs under $1k like the MF M1 dac,
rega dac and perhaps the audiolab dac which some people seem to like,
maybe the m2tech young dac (not sure what price these go for in the
US.)

I have a theory that the value of the soundcheck mods is to cure the
cognitive dissonance people feel in the face of a $200 plastic device
which sounds just as good as a large cd player with a mil spec
aluminium face plate. The laws of audiophile placebo manipulation
decree that time spent tweaking (be it applying mains cables or adding
blu tack or fiddling with linux priorities)can eventually make up for
the absence of milspec faceplates or over-specified power supplies. 

I have noticed that some tweaking fanatics have pronounced after the
3rd or 4th  sequential night and day improvement that the touch now
sounds as good as their CDT into their dac (which of course it always
did.)
