Yes at 20kHz for a solid core 12 awg wire the ac resistance is 3% higher than the DC resistance so it has an effect but i would not worry to much. See these measurments click on the picture http://www.audioholics.com/reviews/cables/speaker-cable-face-off-1 typical 12awg zipcord does not show any significant increase at 20k . No it's not "nonsense" a bad choice of words , it is just not very significant. Add also the increase in output impedance of most amp due to the protective zobel network at the output, this is a bigger factor . If you are lucky your speakers drivers have exactly the right sensitivity so that no series resistors is used for the treble . otherwise damping factor in amp+wire is not so important . I think many speakers rely on mechanical damping in hf and don't count on any "help" from the amp . You should also factor in the serial losses in crossover components which are gross + internal wiring .
