I am now a County auditor but was a utility auditor for many years and
would offer only one question for your further consideration. Does your
state's utility commission or board have any regulations or guidelines on
billing frequency? Many do. My former utility switched some accounts from
monthly to bi-monthly and back to monthly at the urging of the commission.
