Check out the Aus/NZ Risk Management Standard No 4360 - it gives an
understanding for these suggestions we are seeing on Audit-list re levels of
management attention as the ultimate governing criteria.  It will also help
you score the issues identified in the audit as well as aid the framing of
your recommendations.  If you adopt a table similar to the one in the
Standard's appendix, you have the opportunity to focus on risk management in
your recommendations rather than possibly trampling or bruising a manager's
ego about performance.
