Patriot Act probably does not apply to employee accounts but Executive Order 13244 most likely does.  EO13244 "mandates" that certain businesses obtain the OFAC SPDN list and search their data to ensure that the entity is not making payments to "terrorists".  A "touchpoint" would include employee payroll accounts.

This pertains to specific threats of terrorism. The question originally posed related to reviews of employees accounts (savings, checking etc.) including monitoring their account activity. I did not interpret this in the context of terrorist activity. IMO the U.S. Patriot Act would not apply to routine employee monitoring.
