Unfortunately, as Arch Package Maintainers have said previously, they're not manually onboarding new users, and the only course of action right now is to wait for registration to re-open.
The only alternative until then would be to find someone with an active AUR account willing to publish the package on your behalf; an AUR sponsor so-to-speak. Once registrations re-open then maintainership could be transferred, so you could directly maintain the package without going through a sponsor.
