That would be right. The newer Prolific's since
about 2012-2013 use the new chip 2303HXD with
drivers which work in Win 10. You must have one with the later chip.
To avoid buying a USB to serial with an earlier
2303 chip just buy a FTDI chip device.

and it works on Win 7 and Win 10 as does my old
Dontronics sourced USB to serial with FTDI chip.
My older Prolific device works on Win7 but not
on Win 10. On Win 10 the device manager finds
the device but says it isn't working properly.
There is apparently a work around for this
(search engines are your friend) but it
involves a fair bit of messing about to make
sure the changes to the PC are in fact non
volatile so that you don't need to do this very
time you plug the thing in to the PC. I
couldn't find the earlier driver that was
necessary to install in Win8.1 or Win 10 to
substitute for the ones provided that drive the 2303 HXD chip version.
Prolific (or the chip maker) will not be
producing drivers for Win 8.1 and Win 10. They
will produce drivers for the new 2303HXD chip
for these operating systems. So if you go to
Win 8.1 or Win 10 your old Prolific or other
2303 chip devices will not work. New ones with the newer chip version will.
The Sabrent device cost me $25 or so.
There are lots of cheaper ones on eBay but most
seem to use the 2303 chip and most likely the
earlier version which is why they are cheap as
the won't work with current operating systems.
