I confirm that Tom Bird's Phoebus has reached 18,300 ft in a thermal and he
considered cloud base to be a further 2000' above at that particular time.
Tom relates another climb of 22,000' by Bert in a BG 12. I believe Bert
probably has a few stories in his war chest that will better this.
