I recently saw a very new style nice pressure regulator/flow regulator
that goes on the end of a BOC gases bottle. Selectable flow rates and all.
Only thing you would need is a flow indicator in the line to a cannula.
You can hire aluminium or fiberglass bottles from BOC on a replacement
basis. They do the testing as required. This avoids delays in sending
bottles away for testing and the oxygen bottles are available in many places.
