I don't know if this is a valid assumption. There is the possibility that a
glider license (stand alone or endorsement on the RPL) could be administered
by GFA under the current rules and nothing changes, other than glider pilots
have an actual "license" to flash around.

The basis of future flexibility as described by Mark relies more on GFA
changing the existing rules to cope with those real situations (eg Mark's
motor glider example) which aren't accommodated now.
