  It is my belief, and also that of 22 of the 25 who have so far responded
to a mini poll, that the GFA should enter into Part 61 discussions with CASA
in a positive and proactive manner.



  There has been a lot of useful debate on the aus-soaring list about the
pros and cons of a gliding license.  Unfortunately there has also been a
certain amount of blinkered passion, but coming out of it all are a number
of points that could be used in the development of the brief to be used by
the GFA Delegates in discussion with CASA.



  What follows draws on inputs from many, but in particular recent posts
from Redmond Quinn and Peter Rundle.  It is my intention to develop it
further and then forward it to QSA in advance of the September AGM/ACM.



  Any constructive comments would be appreciated.  The aim is to end up with
a document that might be helpful to the GFA.



  SUGGESTED BASIS FOR GFA POSITION ON CASA PART 61 NPRM



  The fundamental philosophy that underpins the GFA position should be that
the option to obtain a gliding license be made available to Australian
glider pilots, but that those who chose not to obtain one should be able to
continue to fly under instructor supervision as is the case now.



  With that philosophy as a core consideration, negotiations with CASA
should seek to achieve outcomes that are not inconsistent with the
following.



  General



  The existing medical examination requirements be retained.



  Transitional provisions to protect existing glider pilot authorisations.



  Unlicensed authorisations to remain available for all existing levels up
to and including AEI and Independent Operator Level 1.



  Once a License is introduced, no new Independent Operator Level 2
authorisations to be issued, but existing Level 2 independent operators to
retain privileges if they opt not to obtain a license.



  License Requirements and Privileges



  Glider license requirements to be competency based and, with the exception
of the minimum command time and Silver C requirements, embrace the existing
Level 2 Passenger and Level 2 Independent Operator requirements.  A formal
airspace and radio procedures test should also be introduced.



  License endorsements (ratings) to be available for various launch methods
(aero, winch, auto, reflex) and operating environments (high altitude, cross
country).



  Licensed pilots to operate under instructor supervision until an
endorsement is obtained for a new launch method or operating environment.



  Licensed glider pilots to be able to exercise the privileges of all
ratings for which he/she is current, without the requirement for an
instructor to be present (but always subject to any restrictions imposed by
the aircraft owner/operator).  Permitted operations to include:



  Solo flight, including cross country.



  Passenger carrying and Air Experience Flights, but not flights involving
personal reward.



  Existing Level 1 Instructor privileges, but without the requirement for a
Level 2 Instructor to be present.



  Procedures for the Issue of Licenses



  The system that is put in place must be easy to administer and involve
only minimal additional expense.



  License training and tests be conducted by Clubs and Training Centres and
the resultant documentation sent to the license issuing authority.



  Licences to be either issued by CASA on recommendation from GFA, or by GFA
under delegation from CASA.



  Licences to remain valid indefinitely; however ratings endorsed on the
licence to be subject to bi-ennial flight review by a flight examiner (Level
2 Instructor).  Currency requirements to be determined by GFA/Clubs.



  Instructor Categories



  Obtaining a license to be a requirement for instructor ratings (other than
AEI) issued after the introduction of the license.  For existing
instructors, obtaining a license to be encouraged, but not made mandatory.



  The basis for CASA instructor designations to be:



  Flight Instructor (Glider) rating be based on the current Level 1
instructor authorisation requirements.

  Pilot Examiner (Glider) rating be based on the current Level 2 instructor
authorisation requirements.

  Instructor Training (Glider) endorsement to be in accordance with current
Level 3 instructor authorisation requirements.



  Instructor privileges to be essentially as now except that a Level 1
Instructor, who also holds a license, would be able to instruct without the
requirement to have a Level 2 instructor at the field.
