I think Mike was pointing out that the ACA has provided Air Services
with a class license for the entire aviation band VHF spectrum.
Air Services then "sub-licenses" specific frequencies to other
individuals and organizations.
So technically you're right, but you're looking at the wrong place in
the heirarchy :-)
