While the US military may have such grand plans to keep the civilian
population in the dark, there are a number of commercial, non-US companies
who are quite happy to sell high resolution satellite imagery to whoever is
prepared to pay for it. The French had a company (SPOT ?) who have been
doing this for several years. I believe that the quality was so good that
some US government agencies were even using them for certain projects.
It seems that it's no longer a two horse race between the Russians and the
Americans in space. The ESA has been launching payloads for many years
using their Arriane launch vehicles, and goodness knows what the Chinese
will be prepared to sell now that their launch capabilities are improving.

topo data available from the SRTM mission. All of AU in 3' squares,
height to the meter. It is about 1.3 CDs worth once it is
compressed. I have it as north of 26th, and south, one CD each.
About 80% of the planet is availble , and CONUS has a 1' set as well.
The down side is the US military plans to cut off all civil access to
the aero mapping info from about October on.
