Another thing to think about with these devices is that they all rely on
other transponders replying to either ground based interrogations or TCAS
queries from TCAS equipped planes. So, outside radar coverage you might not
see a thing.

A solution would be to have the transponders broadcast on their own,
randomly ( sounds like ADS-B but without the GPS ) - this would fix it but
would be illegal under current TSO's and expensive.
