In a word, yes. 
We had just that problem with the tow bar on our gliders. It's a little
on the short side, so a sharp turn by an inexperienced tractor driver
can result in the tail hitting the tractor(Now rectified).

I would suggest making the length of the bar from the tail to the
towball at least half the width of your widest tow vehicle, plus at
least half a metre for clearance.

I am about to finish the tow-out gear for our club Jantar.  How long
should I make the tow bar connection from the tail of the aircraft?
That is, are there potential issues with the tailplane hitting the tow
vehicle if it is too short?
