The word "mandatory" was never even in the fine print of the regulations;
"recommended" was.  However, the NAS implementation group (from Airservices
Australia) insisted on using it even when challenged!

There should not be any hint of enforcement in the guise of monitoring
either.

It is good to see that we have pragmatic blokes like Wombat (Mike) in the
CASA (Civil Aviation Safety Authority).

My understanding is that CASA has to enforce the regulations promulgated by
Air Services Australia on behalf of the Commonwealth of Australia.
