The MOSP 3, Section 6.3 states:

An independent inspection is required each time a control circuit is reconnected. When performing the independent inspection, the inspector must check that all parts are correctly attached, that all controls have correct safety locking, that the controls move in
the correct sense and that there is full and free movement.

The minimum qualification for performing Independent Inspections is a Daily Inspector
Authorisation.

It also states a number of times in various locations:

Where that work has been the subject of
Independent Inspection, the other Inspectors involved must also certify by log
book entry.

To me that is pretty black and white - each rigging must have an independent inspection and must sign the log book.
