Looking at the article, which is presented in German in OSTIV volume XIII
Waikerie 1974 as Anthony suggested, the Std Cirrus polar diagram is given
for 15 metre and 16 metre spans.  There is only a faint difference at the
slow speed end up to 50 kts where a slightly lower minimum sinking speed is
shown due to the lower wing loading at what I take as equivalent pilot
weight. Otherwise beyond 50 kts only one line is shown.
 
Someone else may have shown a difference in other testing of the 15 m and 16
m versions, but this article shows only a faint difference at slow speed
which is not worth bothering with in terms of speed to fly constructions
such as speed rings around variometers.
 
If someone wants a copy then send me a direct email (ie don't bother
everyone on aus-soaring) with a real world address.  I will photocopy
article but expect a delay as I will be away gliding just for a change.
