I was Treasurer for a club for a couple of years. The Tugmaster
estimated the amount of fuel per launch, however I wrote out the cheques
for what we actually paid and this was significantly more than his
estimates.

If you get your estimates of fuel used incorrect by a large amount this
has a significant effect on your club's viabilty and launch charging
structure.

The  tuggies do an excellent job on being efficient and striving to use
less fuel:
-minimise unecessary idling time
-minimise launch times by working lift and sink
-keeping the tugs well maintained
-shopping around for the best deals on fuel 
-etc
-etc

The difficulty is that towplanes carry out a demanding task and this
uses lots of fuel.
