There is more to doing business in the 'market' than just 'value for money'.

The union wasn't perceived as supplying value for money. It is called the market. Get used to it. Where does the subsidy come from? Union fees or other income made by the union(aas a result of fees). If someone gets a subsidy, somebody else is missing out and getting nothing for their money.
