I sometimes wonder if CASA employ a special department to make it so difficult 
to understand!  Obsufication section perhaps?


Many years ago I was listening to a lecture by an English Parliamentary 
draftsman.
He stated that Australian Commonwealth drafting had a worldwide bad reputation 
and was up there with the worst of the worse.
This fault he said was most obvious where legislative communities develop their 
own culture and were isolated from the general population.  He gave some very 
funny examples.

I have had to deal with Cwlth stuff along with almost mirror State stuff and I 
know which is easier to deal with and kills less trees.
