Also of concern is paid employees having a vote.
Other organisations (e.g. Unions) stopped that caper decades ago for good
reason.
Have no problems with "heads of departments" being second row minders or
advisers though, as they should only be.

The actual process seems to be confused by many. The Board comprises 5
state elected representatives. That is they are 100% chosen by their
constituents (the ordinary members of their region).

The remaining Board members are 4 heads of department again 100% elected
by the other members of the respective department again those in the best
position to know the relative skills, qualities and merits of their rank.

The remaining 3 Board members are elected from the ordinary members by the
Board which have already been the best selection provided by the specialist
department or the region.

Further to the content of your post above, and so that the process doesn't
continue to be confused, I wonder if you can advise approx figures in answer to
the following:

1 Roughly what was the total number of votes cast by ordinary members in
the election of the 5 state elected representatives?

2 Approx. what was the total number of votes cast by the members of
"Departments" in the election of the 4 other Board members?

3 Was there a nomination and voting process involved when the 9 State
and Department members chose the additional 3.

3a As a supplementary question, do you reckon that they would have
ordained anyone that final triumvirate that would disagree with 'em?

    Regards Geoff
