That is very poor airmanship, the pilot in command is lucky that nothing worse happened. I have flown C152's, a rudder lock should be obvious on the pre-flight walk around. I also do a full and free control check as part of the walk around too, and in a C152, the tail is very easily seen from the cockpit.
