If you look at this article http://www.mitre.org/work/tech_papers/tech_papers_08/07_0634/ you'll see that the next version will have a receiver.

MITRE are doing technology development and demonstration. Presumably once demonstrated an avionics manufacturer could take it up.

What is obvious is that mandating any particular system at the current level of technology development is likely to result in widely deployed systems which are unnecessarily cumbersome, expensive or have performance shortcomings.
