My experience with emergency exit lighting (admittedly overseas working in a theatre) is that they run from rechargeable batteries, as they don't have to last long in the event of a power failure, the battery will be small capacity. Probably the same sort of sealed lead acid batteries that we use - as a result, the charging could be the same - just use a small solar panel.
Whether that complies with any regulations is another matter !! The battery needs changing every few years - we had a power failure mid performance and all of the exit sign lighting failed as the batteries were dead - the system installed had no way of manually cutting the power individually to test.
