Having seen the CASA "on condition" AD, I'm not convinced that it
really matters. Easier and long-term cheaper for GA operators to
just do the damn overhaul. :)

What that asks you to do is just sensible testing to determine that
in fact the engine is operating normally.
Why it would necessarily be easier and cheaper to simply do the
overhaul at TBO I don't know and I think you are simply clueless here
as in many other aviation related areas.
Operating on condition can save money and gives you the flexibility
to keep flying an engine that shows no signs of distress. A gliding
club could keep operating a tug until the LAME/engine overhaul shop
can fit you in.
There has been plenty of experience that fitting a new engine causes
problems. Either the new engine wasn't put together properly (rags
left in crankcase in one case I know of - valve timing set wrong in
another) or the installation/fitting of accessories isn't done
correctly. It is a matter of balancing the supposedly higher failure
rate of an old engine against the infant mortality of a new one.
If this is a "legislative oversight" regarding GFA rules then it is
yet another GFA EPIC FAIL. Remind us all again why the GFA exists? We
might be waiting a longtime for the GFA to actually take an action
that might benefit glider pilots.
