If you are really talking ADSB this is even easier to fool. Just connect your nice bogus serial data stream into the transponder and everyone will think you are somewhere other than where you are. Don't even need the fancy software in the GPS simulator. If that sim is any good it will also simulate the staellites in view, vary signal strengths etc so it might not be very easy to tell what you are looking at. All the information you need is in public documents including the IGC FR requirements.
