The same fixing system is in the IS28, IS29, IS30 which we have in our club. 
We usually have terrible trouble reassembling the IS29 in our club from misaligning the lower cone.  This is because it does not have a turtle deck to remove and we cannot see the lower cone like this Foka.

As for this accident, I wonder whether a wing frequency test as part of the DI would have revealed that something was wrong with the connection?  This is not mentioned in the report.
