The ATSB report states "The pilot of MST did not recall hearing a call from ULZ and was unaware of ULZ’s position until the incident" And in the news article the pilot states he was changing the radio and "preparing for landing" I would say he was too distracted by knobs, dials, gauges and passengers to watch where he was going.
