Looks like this is very close to what people have been after for a long time - a way to get a license that is recognised in europe - where a Class 2 medical is required no matter which country you get licensed in.
I read this as if you have the new GFA certificate/license which can't be ICAO recognised, then you can then get the CASA license, which will be ICAO recognised - it's a bit of red-tape jumping to deal with international requirements, and for once, doesn't look too difficult to do. It's got to be a lot cheaper, less time consuming and easier than getting a license from scratch in Europe - which is what some have done !
