It doesn't help people like Ted at all and doesn't change any medical criteria and comes with significant restrictions.

Day VFR, single engine, only one other person in the aircraft, aircraft weight limit.

It is hardly a "driver's licence medical". It is a PPL medical done by a GP that saves you a whole $75 every two years and has restrictions. Pay the $75 and you get rid of the restrictions.

If you won't pass a PPL medical you won't get the RPPL medical. How does this help anyone? There are plenty of people flying gliders and motorgliders without problems who can't/wouldn't pass a PPL medical.
