Not necessarily. If the Air ambulance had TCAS as stated, the TCAS will
trigger any nearby Mode C transponder even when not in radar coverage and
generate a warning. So the glider only needed Mode C to be seen by the TCAS.
Actually sounds like the system worked as intended including the radio calls
and responses.
The other B200/glider incident was more serious in that there were no warnings
and no evasive actions taken by either party.
Maybe Mode C transponders are a good idea. I hate to think of what will happen
when some passengers in a regional airliner see a glider pass quickly down one
side of the aircraft 200 feet away, or the regional airliner gets overstressed
in taking violent evasive action or worse, actually collides with the glider.
The gliding movement doesn't have a leg to stand on here, what with the
enthusiastic adoption of Flarm. Ibis and pelicans etc through the windscreen of
a regional airliner/flying doc/FIFO aren't our problem. The number of KingAirs
flying around doing these things is growing.
Wombat, TCAS does have a collision algorithm and even generates escape commands.
If you get a transponder make sure it does Mode S and is ADSB ready. No, I
don't sell them and have no intention of so doing.

All IFR pilots need to understand that, while there is perhaps one air
ambulance airborne in G airspace in high summer, there are perhaps 50 gliders
around there somewhere. Not to mention Ibis, Pelican's, Eagles that glider
pilots look for. Look out!! All of you!!!
