To anyone considering the Amateur Radio APRS approach. 

Please be aware that The Australian Amateur Radio Foundation Licence does not 
permit "digital modes". 

APRS is a "digital mode". 

The Standard and Advanced Licences do cover "digital modes" when used within 
the terms of the Licence.
