I was about to say something like this too.

I spent 5-7 years trying to get Telstra to come and repair the joint outside my 
house, broken off metal pole, after about ¾ of that time it ruined my net too, 
connection drop-outs all the time, even with photos and technical problems they 
still didn’t fix it.

I reported it to NBN/Telstra as an OHS risk, and a truck turned up the next 
week and completely rebuilt it, fixed the pole and my line.

Turns out the threat of a lawsuit for neglect will go a long way to getting the 
right kind of action. If its low enough to catch on somebody/something and hurt 
somebody, I suggest you try to get it pushed up that way?

If you call Support they want all sorts of unnecessary garbage then say “we 
will roll a truck sometime next week” for cables that are dangling over roads 
just above car height.

Not that telcos are alone in this regard.  Trying to report faults to companies 
is hard.
