Huh, very interesting, thanks Sam.  I was never told that, will have to look into it.

If you're referring to Internode, BYO prefixes are configured as a Framed-Route on your PPPoE connection, there's no IPIP tunnel involved.

I believe if you want BGP over your NBN service so you can announce your prefixes yourself, that's when a tunnel would be required.

Late to the convo here, but yes, they can and do do it... only,
over an IPIP tunnel (for v4), which brings its own bits of
    suckiness to the party.

It isn't "fancy stuff," it's a standard part of their service.
NBN with a business pack, open a ticket and they'll route
    prefixes for you.

    (IPv6 prefixes too)

I have no idea whether it's hard or annoying to get them to fix
it when it breaks because, touch wood, it hasn't. It just does
what it says on the box.

Well that is good to know
Unfortunately the Internode of old has gone and is now just a
TPG clone and getting them to do fancy stuff like this on
basically a consumer service is hard now. And if they do getting
them to fix it is annoying when they break something

You absolutely can, because they do it for us :)

Although that said there was a several day hiatus during the
switchover where they messed up half of their router
configuration so we could only contact about half the internet..
